clarify budget #166

Every time the Tech Portfolio tries to spend money on normal day-to-day things (travel, software, etc.), all the way up to paying for contractors, there is confusion and disagreement about where the money should come from, who needs to sign off, etc. Looking to better understand the current and possible funding streams and what needs to happen to use them.

If [the travel] is for TTS business, we should use front office budget code, which is 2020-A-00-285X-DS00-Q00OA000-AF200-TTS Common Services.

  1. Most of TTS business units have about $3K per person Fy20 travel/training budget. Ideally, this budget is for professional development or internal team business. If you travel to service your particular customer, then they should pay for it. For example, if one of recruiters is traveling to recruit just for 18F, then 18F should cover the cost. Aidan can approve for his team and Dom can approve Aidan's. We have some flexibility in realigning budget between different line items. If you anticipate a much higher than $3k per person need this year, please let us know with a rough cost estimate so we can see how we fund it. In the budget tracker, Tech Portfolio is part of the QOA budget. All shared services functions are sharing the budget.
  2. Contractual services budget is based on our previous years' actual spending data. We need to continuously collect this data to be used as base for next year's budget formulation. Tech Portfolio will be responsible for building the TTS wide infrastructure budget in the spring 2020 for FY21. Currently, this budget is just to cover basic SaaS needs and I approve spending from this budget. I anticipate moving this approval right to Aidan next year so he has full control of the $ planned for this function. For FY20, most likely we will spend more than the $300K budgeted on row 22. For now, still have over $200K left. Let's revisit when the budget is close to being exhausted. By that time, we will have a better idea what other budget lines that we will have room to adjust to help Tech Portfolios.

  • As a member of the Tech Portfolio, I want to understand what money we are able to spend and how, to reduce friction when doing so is warranted
  • As someone managing that budget (Finance, Solutions leadership, etc), I don't want to be surprised/confused by the Tech Portfolio trying to spend money

Going to call this one "overcome by events"—we have other issues broken out for specific areas of the budget, so not going to worry about this one right now.
