Create or find a GitHub Action (workflow) to copy files from the Join TTS repository into the TTS website repository.

Ok. This whole thing should probably be scrapped. The join.tts.gsa.gov website will be going away, so this isn't so much as a "synchronization" operation and more of a "migration" operation. There's no need to codify the updates -- just make them happen and be done with it.
