Create Sandbox Body GTM container and add to Sandbox site #1006

Description

David Kaufmann will create GTM container and give Nick access (DONE) Nick will work with Scott to implement the container on the Sandbox site using the Zones feature to align this container with the body of the pages in the tool.

Currently we have 3 GTM containers on the beta site. This allows me to test out tags and the zones functionality. The live site will only have the USAGov container and then we will use Zones to link our Benefits Finder Body container to the USAGov Head/Header/Footer container.
