Update analytics event taxonomy to align with David Kaufmann's taxonomy #1008

Description

Nick will have several meetings with David to align on naming conventions/taxonomy.

Specifics to cover include:

Data layer variables (i.e. putting bf_ before all Benefit Finder data layer variables)
Whether to create individual events for each user action or create categories of events that use variables and parameters to distinguish between specific actions
Identify which events we will track in common through the Head, Header, Footer (HHF) container

Update: While there will be an ongoing need to align with David on all future analytics events, we now have event parameters for current events (Phase 1 and 2) aligned with the same style used by the rest of USAGov.
