Troubleshoot decline in Chrome users in GA #876

Description

David Kaufmann reported that he was not seeing GTM when he loaded Chrome. No one else has been able to replicate that bug. But we are seeing a decline in Chrome users starting around April 6th for Android versions 11.0.0 and 12.0.0. It doesn't seem to be impacting other browsers or devices. While it's possible that users switched to a newer version, the data does not support that explanation since there is no corresponding increase in version 13 or any other version and total Chrome users declined.

Diego tested on his android device and did not find any issues.

Nick P discussed with Nehemiah and he can set up some tests on virtual device simulators, but Nick is not sure if that would help identify the issue.

For now, we are leaving it as is and might address this in the future
