Add 889 Banner While SAM.gov fixes issue #166

Please add a banner on the top of the website about the issue that SAM.gov is having.

@CodyHinze Do you have a suggestion for text on the banner? @felder101 Mark had previously used a banner on the site when we had issues.

Created a preview branch with a similar alert of what was done in the past. Branch link is below. Just need to finalize the wording. Once finalized I can create a PR for Mark to review.
