Re-evaluate UX around PDF downloading #3

When the tool pulls the PDF, it's a little abrupt and not immediately obvious that the PDF is downloaded automatically. I actually pressed the button 3 times before I realized. Could there be a way to display the form in webform first with a download option? Or having a message after the form downloads to let the user know the form has been downloaded?
