Choose CF Map Route or Proxy for path routing #1329

Hosting provides a routing layer that can specify path matchers, which may be sufficient to meet the internal routing needs. Investigation of details of the cf map-route and its limitations will inform if that routing later meets the needs of the application or if a full proxy service is required to be run.
