Submissions List View for Evaluators

User story

As an evaluator, in order to manage submissions and their evaluations process efficiently, I would like to be able to access submissions assigned to me for each challenge.

Acceptance Criteria:

• [ ] An evaluator can view a list of submission they are assigned to evaluate for each challenge
  • [ ] The submissions list view indicates the challenge
  • [ ] An evaluation progress summary is displayed at the top of the list, #88
  • [ ] The list of submissions displays the following information for each submission:
  • [ ] Submission ID
  • [ ] My submission evaluation status (not started, in progress, completed, recused)
  • [ ] My score
  • [ ] Average score (Average score is only provided if all assigned evaluators completed their evaluations)
  • [ ] The default is status: not started, in progress, completed
  • [ ] An evaluator can select to evaluate each submission, #90
  • [ ] If a submission evaluation is complete, an evaluator can only view their evaluation form - an evaluator cannot edit a completed evaluation form
