Issue Name: DFAS.MIL_06_2014 no border on navigation graphic in landscape mode Device Maker: Google Device Model: Nexus 5 Browser: Chrome Carrier:T-Mobile Severity: Low

Description: The main navigation components are easy to read in portrait mode, however in landscape mode, the background color bleeds together because it loses its white border. (screenshot attached) It is minor, but affects readability.
