SBA_2015_07: UC#2: Sub-Menu Bar doesn't scroll right away in landscape #14

Description: I tried the sub-menu (top right dots) in the landscape mode. It only showed Espanol (which is misspelled by the way - should be a ~ over the n), SBA Near You, and Small Business Events. So I tried to scroll it up to see what was below (clearly something was peeking out. But when I did, only the blue already visible moved up and I could see home page text scrolling up behind it, until I let go and then the sub menu refreshed and displayed over the entire screen (making Sign up and social media visible).

This started when the browser address bar and Back/Forward etc bar at the top and bottom were still visible. If I managed to get them to disappear before clicking the submenu dots, it covered the entire screen without needing to scroll but even then I could try to scroll, get it into that shortened screen, and get the same issue.

NOTE: In UC#4, found the same issue with the Main Menu in landscape mode. And even in the subchapters of the main menu. Once I went Landscape, if I tried to go back to portrait, it never expanded the sub menu to the full height of the screen, just kept scrolling in the top four or five rows, which were all that could display in landscape.
