Upgrade to Angular 17 #179

Long term support for Angular 16 ends 11/8/2024. I want to get ahead of this by addressing any upgrades or break-fixes needed to upgrade to Angular 17.

One of the key issues that I'm encountering in this upgrade is the ng-sidebar-v2 issue. It has a dependency of Angular 16, and there are currently no updates to the node library for it to work with Angular 17. This sidebar issue is mentioned in issue #173

This needs to be addressed shortly after GEAR3 launch, in the next minor release of GEAR (in the March - April 2024 timeframe)
