Improve the description field on the IT standards report (currently it is character limited)

We received this feedback via the survey: "The IT Standards List table is less useful now that the description field is severely cut off while smaller fields such as the status or expiration date consume so much space." Background: we made the description field shorter in order to improve the UX of the table and not have very large row. This had the side effects of (1) not allowing users to see the full description of an IT standard unless they clicked into the modal view and (2) not enabling the search function of the table to search through the full description.

Some possible remedies:

• Add the ability for the search function the search the full description
• Add a "Description (full)" option to the IT standards report so that users can enable the entire description field instead of the current, character-limited description field

@khgsa Hari, please ensure that if an object has no value in the description field, that it appears as blank in the description field rather than "null"
