Add ID to template for agencies' Strategic Goals section, so we can link to it in Explore goals dashboard #75

Given I am on an agency profile (performance.gov/agencies/[agency]) When I inspect the code Then I see that the "Where is this agency headed?" header was given an id of 'strategic-goals-objectives,' enabling linking to that section
