This doesn't exist for most agencies yet, but ideally USA.gov could normalize all the request/complaint tracking systems. There is the new API enabled Data.gov Help Desk but in the future there should be many more APIs for existing complaint tracking systems across government. USA.gov could still facilitate transactions with local governments that support API's like Open311 for civic service requests

USA.gov could also interface with a variety of pseudo-APIs via PDF Filler so that users get a nice responsive web based form for things that are otherwise PDFs. USA.gov can fill the PDFs for the user and email them and the relevant agency a copy of the completed PDF. This would help establish the data model scaffolding and client front-end for when the agency provides a real API.

Great point. I actually think it could best do that by beginning by offering an API to agencies that don't have the functionality and then encouraging other agencies to coalesce around a standard.

@gbinal That's actually exactly what we're doing with the Data.gov Help Desk, but we'd love to have others pile on, especially when they're a much more logical platform for hosting broader government interactions
