New feature branch for Guide for Government #686

As a content administrator for the COE website, in order to publish the G4G with confidence, I need a new feature branch that pulls in recent changes to the master branch and includes the right rail promo box driving to the G4G section.

When you feel you're at a content-freeze point on the rest of the COE site @daniellegallant please let me know and I'll schedule this.

New feature branch final-ai-guide-merge-master ready for you @daniellegallant. Depending on timing of G4G approval, you may need to bring in master again.
