Configure for running in local Jekyll environment #24

This content is set up to run in gh pages. However there are artifacts and files remaining from running locally.

Get this running in local environment then remove any unnecessary files.

I reviewed and I don't think there are many (if any) unnecessary files. The ruby stuff is there for jekyll and the bower stuff is for editing JavaScript.
