Review template for 508 compliance #49

Run the doco template against a 508 compliance tool and use this issue to track changes.

I spoke to the Swagger UI team last week, and they are receptive to updates to the Swagger UI for accessibility but need assistance in identifying issues and fixes.

I have done a preliminary run with the AMP tool, but I think it would be best to finish #47 with the latest Swagger UI dist before doing a deep dive.
