As a developer, I want to updated the "About" section content so stakeholders understand how FedRAMP plans to use OSCAL .

Need to update the following sub-pages:

[x] About main page
[x] FAQs -> these should be automation / OSCAL specific FAQs
[x] Release Strategy - technical information about FedRAMP automation team's release strategy going forward

Release strategy content already provided in Pull Request #2 . Just needs to be merged.
