As the Challenge.gov program project lead, I want to develop a process for identifying prorities and developing the program backlog.

[x] Meet with Program Director to identify goals, process, and timing for determing PMO priorities
[x] Document process and share with the broader PMO team

Met with Jarah on 8/15. Determined to focus priorition efforts on content, beginning with content discovery in the next sprint.
