As a Challenge.gov program team members, I want to easily find and logically file documents and deliverables in a new shared drive.

[ ] Set up file structure in new shared drive
[ ] Confirm team access to shared drive
[ ] Move needed files to new drive
[ ] Archive old and outdated files
