Display only Tech Talks from the past two years #891

This adds a filter to the Tech Talks page so that only Tech Talks from the past two years are listed (#888)

I think they still show up in the sitemap.xml? But it looks great for web presentation!

@brentryanjohnson Yeah, it seems to be a Pages thing. Pages seems to only upload the modified files to the web and not the entire built site, but it's somehow missing the fact that sitemap.xml is now different. I'll try to get to the root of that separately.
