Adds temporary sitewide alert banner (fixes #890)

Uses modified version of USWDS alert to avoid introducing non-sequential heading order

@jfredrickson Do you think we need a separate partial for this? Or, given it's temporary, is it okay integrated into the banner partial?

@brentryanjohnson let's keep it the way you have it now since it's temporary.
