Migrate incident response process to wiki

User Story

In order to make our incident response process transparent and easy to consume, we want our IR process publicly published in the datagov-deploy wiki with collapsing markup around the "added detail" sections.

Details

In our most recent IR exercise, we found that it was hard to take in the full IR document in the heat of the moment, and that following links up and down in the document was disorienting. We think that using collapsing markup in the GitHub wiki would enable us to organize the document for easier scanning at different levels of detail.

Acceptance Criteria

[ ] The IR response process doc is published in the wiki, and any pointers to the previous location are updated.
[ ] The IR doc consolidates details under the parts of the process they explicate.
[ ] Detail sections are initially collapsed.

FYI, ran into while reading the onboarding docs. The IR repo still points to the FY19 plan.
