Create links to coronavirus resources from Data.gov main page

User Story

As Data.gov PMO, want to determine what, if any, links to corona virus resources should be linked from Data.gov main page

Acceptance Criteria

• [x] Determine which, if any, links should be included
• [x] Determine locations for links on Data.gov
• [x] Create links in staging
• [x] Create links in production

There are three potential sites to include: https://www.coronavirus.gov/ https://www.cdc.gov/coronavirus/2019-ncov/index.html?CDC_AA_refVal=https%3A%2F%2Fwww.cdc.gov%2Fcoronavirus%2Findex.html https://www.usa.gov/coronavirus

Seems like main site https://www.coronavirus.gov/ is adequate. Can we create a link somewhere near top of https://www.data.gov that looks something like GSA internal site
