Repopulate missing references to sub-agencies

The following is a list of organizations that have custom fields sub-agencies but their values are lost due to this bug. We need to manually add them back.

Is this a matter of logging into catalog and then editing the extras for each organization and adding the key sub-agencies with the associating value in the table above?

Not quite. They need to be added with the correct format. I did not create a bug yet but I see the wrong format gives some weird behavior.

• department-of-commerce, department-of-energy, usda-gov are already correct. No change on sub-agencies.

• department-of-labor is missing sub-agencies. sub-agencies added.

• eda-doc-gov, bis-doc-gov are already set up, but it looks like a mistake for them to have any sub-agencies. sub-agencies deleted.
