Add Helper to catalog.data.gov search bar #4167

User Story

In order to make search functionality more user-friendly, the Data.gov Support Team wants to implement some helping feature that points to data.gov-specific search nuances.

Acceptance Criteria

Background

Came out of discussions with Census. This is just a general user experience improvement. There are specific things that we don't understand about searching and some that we do understand. This is supposed to increase transparency between our system and our users.

None.

It could be a tooltip/a piece of text/button that links to the user guide or to more specific searching functionality.
