In order to have space in cloud.gov for new development, data.gov admins want more memory added to the contract.

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

[ ] GIVEN the current memory allocation is known \ WHEN I look at the available memory \ THEN there are 25G available.
