User Story

In order to be aware of metrics pages capabilities, agency POCs wants to be notified of the existence and content of new metrics pages.

Acceptance Criteria

• [ ] GIVEN an agency POC wants data on metrics from data.gov WHEN a the metrics pages are ready THEN a blog post is published describing them AND they are sent an email notifying them of the blog post
