ISO 19115 source metadata appears as "ISO 19139" #768

How to reproduce

  2. Click "Download Metadata"

Expected behavior

Display label matches the ISO version, or is general enough that it's not incorrect e.g. "ISO Metadata".

Actual behavior

Display says ISO 19139 but metadata is ISO 19115-2

This issue is part of a larger conversation around metadata transformation. We should look into a roadmap for how we can implement this proper and create issues from that.

Although it's technically correct to label it 19139, labeling it ISO Metadata is probably better long term.

Currently 19139-1 and 1939-2 implement the schema for the conceptional models in 19115-1 ans 19115-2. In the future the schema implementation for 19115-1 and 19115-2 will be in 19115-3 (current ISO standard/ under consideration by FGDC). Note, the '-x' is the part number of the standard.

Although not usually used, each of the standards has a date of the standard for example NOAA is using 19139-2:2007.

The catalog has both 19139-1 (GMI namespace) and 19139-2 (GMD namespace) metadata.

ISO 19115 consists of the following parts, under the general title Geographic information — Metadata:

— Part 1: Fundamentals
— Part 2: Extensions for imagery and gridded data
— Part 3: XML schema implementation of metadata fundamentals

@GSA/data-gov-admin this has come up multiple times recently; it's still a known quirk/bug in our system. Not worth taking on at this time.
