We got a submission of a website from an agency, to include in HTTPS reports. It's not in any of our sources.

This PR creates a CSV that contains manually maintained websites so that we have a place to keep and pull in things that we don't know about from other automated sources.

Is this file open to extension if I know of other -- managed, but not .gov sites?

@IanLee1521 Such a repository already exists: https://search.gov/developer/govt-urls.html

Agencies are supposed to keep it updated (M-17-06, §9D), but I'm not sure how active or accurate it is in practice. I'm going to look into it.

@IanLee1521 if you send the non-.gov sites to us at search@support.digitalgov.gov, maintainers of the list @h-m-f-t mentioned, we'll add them. We're working to organize the list by agency, but that'll be in progress for a while.
