Confirmation option to delete resource #549

As a data publisher, when I am managing the resources on a dataset, I want to be asked to confirm I want to delete a resource, so that I don't accidentally delete things.

I would not recommend using a third-party framework. I would just borrow from existing USWDS examples:

@osahon-okungbowa I just saw Aaron's comment in Slack about #554 being higher priority, so let me confirm that in scrum and then get back to you. Sorry for the confusion.

Confirmed on sandbox--hitting delete on existing resource resulted in box asking to confirm.
