Remove CRM resources #42

Part of https://github.com/gsa/datagov-deploy/issues/1138

Removing all the actual resources that terraform would create. We don't want to delete all the files, because we still need to run terraform to remove the actual resources. Once that's done, we can remove the actual modules/files.

I've taken this branch and ran terragrunt apply, so the resources are now deleted from AWS. I'm going to push the commit (https://github.com/GSA/datagov-infrastructure-modules/pull/42/commits/12ed2f8accbc394d0fec92d01dae852101bcd9ae) to actually remove the modules.
