Mark the website and all content CC0 (public domain) #236

By applying CC0 mark ("no copyright reserved") to the website, visitors (through a visual mark + link to legal code) and their computers (through metadata) will know that this work is actually in the public domain. "Free and without restriction" is implied when works are marked CC0, but this is not an assumption that can be made without clear marking.

We have guidance and recommended language at theunitedstates.io/licensing about this.

It references the HHS' ckanext-datajson license and the CFPB's qu license. Both of these projects take the approach of clearly marking the work as already public domain in the US, and specifically placing it in the public domain in international contexts via CC0.
