replace the csv links preview mechanism used on catalog - current tool has some limitations #750

Currently catalog.data.gov utilizes jsonpdataproxy.appspot.com service to preview CSV external links, off late the service seems to be having availability issues or daily quota limit.

It will be good to replace this feature with a more native CKAN offering or something more reliable

Below are the same errors received and same dataset link from catalog.
