Deprecate outdated geospatial metadata standards

@LyndaW please add any more details or corrections for this one, but here are my notes. One thing to consider is what form deprecation would take, perhaps we start with error log warnings or reports and eventually transition to not supporting these in the harvester at all.

• Look at deprecating old outdated metadata standards, e.g. variants of CSDGM.. bio profile and 1998 CSDGM.
• Limit CSDGM support to the minimum validation.
• Probably keep older version of 19115

As long as there is no official action to deprecate the standards, I don't see this as a near term option. All variants of CSDGM are in use and CSDGM v2 (FGDC-STD-001-1998) remains the current base standard. I agree that 19115:2003 should be maintained.
