Provide link between dataset and Stack Exchange #82

Need to get a link from a dataset to a Stack Exchange conversation, and resolve issues that Stack Exchange does not allow conversations but does allow Q&A

Ideally this would also search via the stack exchange API for any posts that referenced the URL of that dataset (either the catalog.data.gov metadata URL or direct link to the dataset itself)
