fix build: String cannot be coerced into an Integer #109

The base Federalist template has recently been failing due to a race condition and sometimes requires numerous Rebuilds in the Federalist system before it goes through without error. This is related to how jekyll-assets merges the SCSS files from USWDS.

Federalist folks have recommended fixes as described here: https://github.com/18F/federalist-uswds-jekyll/pull/238

Consider also upgrading to USWDS v3. It may also help resolve this problem.
