Fixes #357

[x] Update yellow banner to say "applications now open"
[x] Add add'l language encouraging people to apply early (banner + apply page)
[x] Add links to applications
[x] Do we have the recording of this year's session @Dahianna?
[x] Verify SE language for each track @chriskuang4
[x] Edit process page to reflect updated applicatoin dates; what's on the live site
