Fellow filter page bug #405

Describe the bug

I was poking around the USDC website and I noticed Bella is missing when you select "OSTP" from the agency list - https://digitalcorps.gsa.gov/fellows/OSTP/#fellows-select-agency

Expected behavior

All Fellows who are listed with OSTP show up when the filter is selected.

@Dahianna @jaredbain could one of you also look to see if this happens for other agencies?
