Add required links to Footer #1207

We need to add in the required links to the footer:

 - About (page to include organizational info, such as: Mission, Statutory authority [unknown, probably N/A], Description of organizational structure (Off PP, formerly OCSIT, is part of TTS, part of FAS, etc., org chart), Strategic plan (GSA | is TTS’ public?), Budget and performance reports (GSA) [probably Policy page], Small business point-of-contact [probably N/A])  - Accessibility (GSA)  - Privacy Policy (DG) Perhaps use individual links for clarity; Privacy Policy, Linking Policy, Reuse and Copyright, Comment Policy (when enabled again)  - FOIA or Freedom of Information Act (GSA)  - No FEAR Act (GSA)  - USA.gov (linked text)  - Cross-agency portals (individual requirements set by agency) -- Challenge.gov, CitSci.gov, 18F, FedRAMP, 10x, Data.gov, U.S. Digital Registry, USWDS, other?
