What we're going for

  1. Mobile responsiveness
  2. Accessibility.
  3. Are they using a CMS? If so, which?
  4. Redirects (16% of what I find)
  5. Loading speed
  6. Total size (two clicks down, page size)
  7. Site doesn't work
  8. CSS doesn't work
  9. Site is dead like list.ahrq.gov/
  10. Sends to subpage like ushik.ahrq.gov and ushik.ahrq.gov/mdr/portals
  11. Broken HTTPS (inaccessible)

Culling for a list of leads

  1. Sites with logins (e-mail, sites that are just landing pages for internal stuff, etc etc)
  2. Webapps like eldercare.acl.gov or aviationweather.gov
