Public Data Listing Tab is displayed on Organization page for non logged in users. #120

Public Data Listing Tab is displayed on Organization page for non logged in users and displays all the datasets for that particular organization regardless they are Public or Private. For e.g. on the Below organization page: "https://inventory.data.gov/organization/aphis-usda-gov" There are no datasets listed on the page but once the datajson is accessed for that organization through Public data listing, all the datasets are displayed there.

@philipashlock @gbinal should we be removing this button for public view, not sure if this was added intentionally.

this is resolved now, users will need to login first to see the organization pages.
