Update UI to match new open data schema version 1.1

Listing individual items this task

[x] Update resource page with new fields
[x] Dataset collection - Add field to mark dataset as parent
[x] Dataset collection - Add field to select parent dataset
[x] Add fields to specify Organization hierarchy on dataset page
[x] Migrate data from current "webServices" field to "accessURL" field under resources
[x] Rename dataset fields according to Schema 1.1
[x] Add missing dataset fields according to Schema 1.1

Schema 1.1 is now supported, any suggestion or issues on the feature can be created as a new issue with specifics.
