Provide the ability to filter by and distinguish accessLevel in browse view #161

This is available as a text query, but it should be available in the faceted search options or as some other filter button.

Likewise, there should be a icon that denotes the accessLevel next to each dataset in the browse view.

@kvuppala added new access level facets on QA. @kapil-bulchandani we need to create new icons for private/public datasets @philipashlock CKAN core comes with "Lock" icon may be we can reuse it to indicate private dataset?

@ykhadilkar-rei looks good to me, do we show the restricted text for the third accessLevel value that would could have for some datasets?

Also do we show the same icons on the main organization datasets page as well?
