Provide License options for datasets #178

Since OMB's direction is to update the license information for all the datasets and since most of the datasets would use the default http://www.usa.gov/publicdomain/label/1.0/ or http://creativecommons.org/publicdomain/zero/1.0/, it would be a nice feature to have an option to either default to an option or at least provide option to choose from a list rather than having to type in every time.
