Hover text is the same for multiple fields on the Create Dataset page #180

When I hover my mouse over different fields on the Create Dataset page, starting with Organization, the help text that displays when I hover my mouse over each field is "The publishing entity". This help text exists for all fields after Organization when I hover my mouse over them. The hover text for each field should provide information that assists the user in understanding the example text that is displayed in each field.

Hover text is updated in inventory production.
