Additional options for Frequency #192

Add Irregular as another option for Frequency (accrualPeriodicity) as well as Hourly (R/P1H).

In the future, we may also want to have "Specify Manually" as another option in the dropdown which would then display a field where the 8601 syntax could be entered manually (and subsequently validated). This would allow more unique frequencies like the one described in #175

@philipashlock Irregular option would be ready in production next week.

Specifying a custom ISO 8601 value could be schedule for a future release.
