User is not able to create a dataset without add a resource on dev inventory instance. The user should not be restricted to creating a dataset only by adding a resource.

Why was this made to be the case and how large is the implementation of a fix?

This is the design of the application that requires that the dataset be published with the metadata. There is a potential use case in drafting a dataset that would be considered as a feature request.
