Moving towards monthly updates of key initiatives #862

This PR resolves #850 (initial release)

1. Our website should be the source of truth on the status and progress of key initiatives, with each initiative updated at least monthly.

  1. Visitors should be able to easily understand what has changed on our key initiatives since they last visited.

There is more work to be done. We need to improve the quality of these changes and ensure we maintain our pages properly going forward, but this is the first step in our commitment to do so.

I rebased per discussion with @pete-gov and have out of band approval through direct message, I am merging as he cannot approve his own PR in this instance.
